Antezana, L. Gonzalez, P. Gonzalez, P. Lopez, S. Silva, G. Folatelli, D. Iturra, R. Cartier, and F. Forster, Universidad de Chile; B. Conuel, Wesleyan University; and D. Reichart, K. Ivarsen, A. Crain, D. Foster, M. Nysewander, and A. LaCluyze, University of North Carolina at Chapel Hill, on behalf of the CHASE project, report the discovery of an apparent supernova (mag approximately 16.4 +/- 0.2) on an R-band image taken on Dec. 15.16 UT with the 0.41-m 'PROMPT 4' telescope located at Cerro Tololo. The new object, which is also present at mag approximately 17.1 +/- 0.3 in an image taken on Dec. 6.17, is located at R.A. = 2h43m20s.80 +/- 0".1, Decl. = +4o58'19".1 +/- 0".1 (equinox 2000), which is about 22" west and 13" north of center of the galaxy NGC 1070. Nothing is visible at this position on archival images taken on Nov. 19.11 and 26.12 (limiting mag 18.0). S. Nakano, Sumoto, Japan, reports the independent discovery of 2008ie at mag 16.9 by Yoji Hirose (Tsutsumi, Chigasaki, Kanagawa-ken, Japan) on fourteen unfiltered CCD frames (limiting mag 17.5) taken around Dec. 15.56 UT using a 0.35-m f/6.8 Schmidt-Cassegrain telescope. Hirose provided position end figures 21s, 20", with offset 13" west and 15" north of the center of the galaxy. Nakano measured a JPEG image supplied by Hirose, finding position end figures 20s.84, 19".2 for 2008ie, corresponding to 21" west and 12".5 north of the center of NGC 1070. Nothing is visible at this position on Hirose's survey frames taken on Nov. 20 (limiting magnitude 18) and Dec. 3 (limiting magnitude 17.5) or on the Digitized Sky Survey.
