NOTICE TO OVERSEAS TELEGRAM SUBSCRIBERS
     We regret that the telegram/telex service to subscribers outside
North America is still not fully satisfactory.  The problem is
that, although WUI has computerized address lists from us, the WUI
operators transmit messages manually.  Thus messages are sometimes
lost entirely or go to the wrong lists, and address changes are not
made when we request them.  These problems cannot easily be solved.
Accordingly, we are therefore offering guaranteed, direct, express
service to interested overseas subscribers (excluding Japan, Australia
and New Zealand) at a surcharge of $5.00 per message.  Those
interested in this express service should so advise us.
