COMET BRADFIELD (1984a)
     The following precise position has been obtained by M. P.
Candy and J. Johnston at the Perth Observatory, Bickley.  The
object was diffuse and condensed, with no tail.

SUPERNOVA IN NGC 4419
     An independent discovery of this object (cf. IAUC 3907) has
been reported by L. Rosino, Asiago Astrophysical Observatory, on
the basis of two exposures on Jan. 7, at which time mpg = 13.5.  He
gave the offset from the nucleus as 10" west, 25" north.


EDITORIAL NOTICE
     It is once again an 'open season' for making changes in the
list of subscribers to the Central Bureau's telegram service.
Subscribers who wish to make address changes, category changes, etc.,
are requested to inform us of said changes by Feb. 29.  We regret
that a charge of S50.00 must be made for address changes and
deletions (but not additions) outside these biannual seasons.
Notice is hereby given that, effective Mar. 1, the charges for
telegram subscriptions by TWX/telex and by mailgram in North America
will be increased from S3.00 to S4.00 and from S2.00 to S3.00,
respectively, per message: charges for WU telegrams and for service
outside North America will remain unchanged.  In accordance with
the notice on IAUC 3807, the Bureau is now pleased to announce the
availability of a 'dial-in' service.  Arrangements have been made
with the Smithsonian Astrophysical Observatory's Computer Center
for subscribers to these Circulars who have computer modems to use
them both to receive and to give relevant information.  The service
includes facilities for the caller to read the latest Circulars,
as well as to obtain orbital elements and ephemerides of selected
comets and minor planets.  Brief messages can be left, and
it is also possible for the caller to 'upload' a prepared file of
observations.  At least initially, the service will be substantially
less expensive than indicated on IAUC 3807: for a trial period
the service will cost 30c per day (for a minimum of 30 consecutive
days).  For further information, contact the Bureau at the
postal address or TWX number given above.
