NOTICE TO TELEGRAM SUBSCRIBERS
     It has been pointed out that there is a discrepancy between
the specifications for category 2 and 3 telegrams and what the
Central Bureau does in practice.  Accordingly, subscribers are
advised that discovery announcements of comets fainter than mag 16
go only to subscribers to category 3 messages, but announcements
of comets in the range mag 13-16 will generally be of category 2.
The Bureau reserves the right to exercise discretion on this.
