PERIODIC COMET HOWELL (1992c)
This comet has been recovered by S. M. Larson and J. V. Scotti
on CCD images obtained with the Steward Observatory's 2.3-m reflector
(on Mar. 5, with D. Means assisting) and the University of Arizona's
Spacewatch telescope (on Mar. 6 and 7), both on Kitt Peak.
The observations with the former telescope were made with a Cousins
R filter, and the positions were reduced using secondary field stars
from a scan with the latter telescope. The first Mar. 6 image was
very slightly diffuse. The positions are in good agreement with the
prediction on MPC 16379 (ephemeris on MPC 19527).

GALACTIC CENTER
M. C. Schmitz-Fraysse, B. Cordier, M. Gilfanov, and E. Churazov,
on behalf of the Granat SIGMA team (Centre d'Etude Spatiale des
Rayonnements, Toulouse; Service d'Astrophysique, CEA, Saclay; Space
Research Institute, Moscow), report: "During the observations of
the Galactic Center performed by the SIGMA telescope on Feb. 18, 22,
and 23, corresponding to a total effective exposure of 181 000 s,
the hard-x-ray, soft-gamma-ray source 1E 1740.7-2942 was detected
in the 40- to 150-keV energy range at the 8-sigma significance level,
with a flux of about 45 mCrab. Its averaged photon spectrum
appears compatible with a power law of index -2.5."
