Jingyuan Zhao and Weihao Wang, report the discovery of a possible nova. Discovery image using V-filter, exposured 300-s, obtained by 0.5-m f/6.8 Lulin-ASIAA Telescope for Transients and Education (LATTE) of Lulin Observatory (D35) around 2023 Sept. 23.78692 UT. The transient is also visible on another R-filter image taken by the same instrument (2023 Sept. 23.79049, mag = 19.6 R), but nothing is visible at this position on archival image taken on 2023 Sept. 22.67779 UT (limiting mag 21.0). We also reported the transient to TNS, and it was named AT 2023tmh = Jingyuan N12 (see https://www.wis-tns.org/object/2023tmh ). 2023 09 27.68932

The transient has brightened to 17.3 V (2023-09-27.68932) and 17.1 R (2023-09-27.69666). Spectroscopic and photometric observations are strongly encouraged.
