NOTICE TO SUBSCRIBERS
     Beginning with IAUC 4198, subscriptions for these Circulars
are being organized on a strictly calendrical basis.  The monthly
charges of $7.50 at the regular (invoiced) rate, $4.50 at the
special (non-invoiced) rate, are felt to be compatible with the per-
issue rates of 65c (regular) and 39c (special) and a potential
annual production of 130-140 issues.  Accounts have been adjusted in
accordance with the new scheme, and this will be reflected in our
invoices from May onward, which allow the subscriber to pay for an
integral number of consecutive months, from 6 to 18 inclusive,
thereby giving him or her the opportunity of arranging an account
so that invoices will be received in the future at a particular
time of the year.  Residual credits for partial months (such as
will also accrue from payments of outstanding old-style invoices)
can be augmented if the subscriber wishes, and this can result in
the receipt of Circulars for an additional month when an account
has nominally lapsed.  Beginning with the May Circulars, the last
four figures of the 12-figure numbers on the address labels show
the year and month through which an account has been paid, e.g.,
8606 would mean that an account expires at the end of 1986 June.
Special subscribers (those where the middle digit of the middle
group of figures is a 2) will be able to keep track of their
accounts by noting that the last four figures will give the expiry
date, rather than the expiry Circular No.  To ensure no interruption
of service, special subscribers should send renewal payments
by the end of the preceding month, preferably in multiples of
$4.50 and in the range $27.00 for 6 months to $81.00 for 18 months:
credits for partial months can be accumulated as in regular
accounts, although now any resulting extensions in expiry date will
be shown on future address labels.  Subscribers who also receive
the Minor Planet Circulars and/or the Computer Service should note
that accounts for the three services are now being combined and
that there will be a common expiry date for them.  The monthly
charges for the MPCs are $15.00 (regular) or $9.00 (special); those
for the Computer Service are $7.50 (regular) or $4.50 (special).
Since MPC subscribers can also receive the annual volume Efemeridy
Malykh Planet for an additional monthly charge of $0.25, a special
subscriber to all three services and the Leningrad Efemeridy would
therefore pay $109.50 for 6 months or $328.50 for 18 months.  It is
anticipated that the Telegram Service will be incorporated into the
new accounting system at a later date.
